Never noticed this, but it seems as if when fillies and mares race v males, they
are assigned the outside stalls in the starting gate?

Saddlecloth numbers in Europe are assigned based upon sex, sometimes age and alphabetical.  There were 4 F&M in the race, saddlecloths 11-14.  Tepin, as last in alpha order was 14, but broke from post 12.  The 13 saddlecloth had pp 1. Just a weird way of doing things.
