In my experience, the decision you question probably centers on one individual. So I looked at the NYRA organization and guessed at a couple of job titles which may be responsible or irresponsible as the case may be.

As to \"why\" second guess is that she is too popular and competent and consequently threatens her managers job security. Third guess, she is destined for a better organization following gals such as Jenine Edwards & Charlsie Canty.

She is less likely to draw a crowd creating traffic control issues riding around the track? Some rocket scientist thinks she will have access to more information watching the horses warming up.

This c/b dead time in terms of holding a viewers attention and sponsors worry the audience is stepping away from the display.

This is grin of sorts. But I\'m also distracted by Sec. Gary Cohn in the background asking people to not look at the details of the new income tax plan. Instead focus on what I\'m saying it will do for the middle class generally. WTF.

What metrics? Evaluate their own efforts? Once again \"racetracks are facilities\" not users. The people, the decision maker are even money to be using projected net income as a metric with an evaluation criteria related to how much negative feedback they are getting today.
So - John Imbriale or Dan Silver, both of you or whomever, BitPlayer has a complaint and requests an explanation! I second his motion. On the other hand it may have been Ms. W\'s idea and the details will get worked out for the best.
Like FEMA to Puerto Rico give it some time, it will be fine once we work out the procedural bugs.
