I just read a little bit more about the Milkshake testing in California. I can\'t believe its as undisciplined as it is. The CHRB just doesn\'t seem sufficiently independant to address the cheating in the game. You can\'t rely upon the people in the State regulatory part of the industry to police their family in the horseman part of it. I shouldn\'t say it, but its as corrupt as the Dubya administration.

All appeals/letters would seen to need to go beyond Fermin and certainly be cc\'d to the Governor.

I agree 100%.  It\'s unbelievable that Fermin is the sister-in-law of Headley and they allow her to be the chief.  Also, the guy who administer the test for milkshakes is the vet for at least half dozen trainers.  Now, Mullins is an idiot but there are serious conflict of interest here and this is not going to help the game at all.    I know for a fact that Headley was very upset the day mullins claimed Choctaw Nation not after all of his success and with Ingrid in charge of testing what better way to get even.  
Also, it doesn\'t seem to be random with Mandella\'s vet incharge of the testing.  What happens if Mandella\'s horse comes up positive.  These results are not open to the public so they can just cover this up.  I am not saying that Mandella is cheating or anyone else but you will never know with this conflict of interest.
