At most contests, there is usually a very significant TG contingent, so assuming most of that contingent signs up for the Tour, and I\'m going to go out on a limb and say they will, the answer to your question is yes, for good reason. Although JB would be in a better position to provide specifics,the remarkable success of TG players in handicapping contests pretty much speaks for itself.
One reason I feel cautiously optimistic most TG contest players will sign up for the Tour is the March 1st online contest, which will consist of a total of 10 races from GP and SA. The numbers are all over the map, but for a contest offering 3 NHC spots, in most instances you could expect to pay at least $250. If you pay the $125 it costs to join the Tour, however, you get a free entry into the March 1st contest, which offers 3 NHC spots plus Tour points. In short, even if you forget about all of the other benefits of joining the Tour, I think it makes sense to join just because of the March 1st contest. And given the $2 million bonus, I personally think that\'s true even if the March 1st contest is the first and last contest you ever enter.
