First off, the B designation on the claiming level implies there is a time component in the conditions such as 10K claimer who has not won a race in 6 months or two races in six months or something along those lines.
#2 There have been two trainers, and Autrey recently claimed this one for 12K and waited the four weeks (often referred to as the penalty box) whereby the trainer would have had to raise his claiming value. By waiting and not racing for four weeks the trainer can place the horse at whatever class or condition he or she wants. In this case, if you win the race you collect 60% of the purse so you get 10K for the win, and you get 10K for the claim if you lose the horse. You just made 8K in four weeks. The trainers are not in love with this horse. It\'s there to make the trainer and owner money (in principal) .
A lot of trainers do this especially in these economic times where claiming is down.
#3 The fact that he lowered the value of the horse, might scare some people away from claiming the runner, and if he wins...see #2.
