Interesting Inquiry in BAQ 5

I assume the results are going to be controversial, but it seemed like the best move after a very long inquiry process. In mid stretch, the #6 Headland came out, while the #2 Sterling Silver came in cutting off the favorite, #1 Caramel Swirl. They moved them both behind the #1, which seemed logical to me.

Don\'t you think the #2 came over on the 4?

I thought the outside horse came over a number of lanes, but the inside horse also came over a lane or two and together, both closed off the hole for the 1. I do not often agree with the NY stewards but I would have taken them both down as well.
