Vindication off the Derby Trail: A ?

On occasion, I\'ve forecast horses like Vindication will be on the sidelines after a couple bi/bo notations on the T-Graph sheet.

Who makes the final decision on these notations? Do your trackmen make the suggestion and the office follows up with a review? Just wondering.

Almost always our trackman, who is often the Equibase trackman, so ours will usually correspond with the charts.
