In my experience, it is usually as you assume -- violation of medication rules -- however, i have seen other cases (things that come to mind off the top of my head are -- the horse where there was a mistake in the PPs and ended up not being eligible for the condition but was allowed to race and then they discovered the horse was not eligible for the race. Also, i seem to recall once a jockey not being eligible to be a bug but was given bug status that was then taken away. Also, there was the time the jockey at Jefferson Downs hid in the fog in a three turn race and skipped a lap (sort of a Rosie Ruiz scenario -- the jockey was one of the Carmouches)).
What is even more interesting is that i remember very well back in the 70s that the DRF used to regularly run stewards\' rulings at each track. They were quite lengthy and quite fun reading. They covered a lot more than drug violations. I wonder if it is possible to find a public source for stewards rulings anymore? It was like reading a crime blotter. Anybody else remember that?
