As you state, Beyer is usually the final raw time adjusted for track speed. In the case you cite, if correct, they may have had the track changing speeds and adjusted for it so the 119.2 became \"faster\" than the 119 flat, fig wise. Internals have little to do with fig maker adjustments except when a pace in very skewed to the slow side.
Every so often fig makers toss the raw time when it doesn\'t fit/reconcile for all the horses in comparative races at comparative distances(see Juvie turf vs BC turf mile in 2011) Doubt theses slugs you cite were worthy of such an adjustment.
