Again-- there were no Pennsylvania positives for TCO2 (\"milkshakes\", a misnomer, by the way) from 2000 (by which time they were widely known to be used) through 2009.
In an unrelated story, Pennsylvania announced in 2010 that were going to BEGIN TCO2 testing.
Also unrelated, the head RCI guy has issued a statement several times saying the industry\'s serious, highly funded testing shows nobody is drugging horses, they would be caught if they did. He didn\'t make an exception for Pennsylvania.

The state racing board in a major racing state I will not name (not Pennsylvania) a couple of years ago wanted to check up on their lab. So, to test it, they intentionally loaded some samples that were sent for testing.
Zero positives. Nada.
Any assumptions made about the competence and integrity of the people running racetracks are a huge mistake. There are some organizations like the Jockey Club and Breeder\'s Cup that actually are trying, but there are limits to what they can do.
