Basically, if you intend to race your horse in NY within 6 months, the state has the right to test it any time it wants, even if the horse is on your private property, or anyone else\'s private property, even if it is across state lines (but is close enough to NY that it could be shipped easily to a NY track).
But does this mean that you could circumvent OOC testing by stabling your horses in Maryland and vanning them to NY the day before a race? Advantage, mid-distance shippers and Wayne/Jane off the plane types?
